Germany cuts fuel tax by 14 cents a litre from 1 October: what it is worth for a van, and why you should not bank on it

Since 1 October, and until 31 December 2026, energy tax on petrol and diesel is 14.04 cents per litre lower, up to around 17 cents at the pump including VAT. Whether the full amount reaches the pump is up to the fuel companies.

What happened

The Bundestag passed the fuel rebate on 25 September 2026 with 434 votes to 128, attached as articles 11, 12 and 13(4) to a bill on insurance supervision so it could move through both chambers quickly. The Bundesrat approved it the same day (Bundesrat kompakt, item 102). From 1 October to 31 December 2026 the energy tax on petrol and diesel drops by 14.04 cents per litre. Including VAT, the Bundesrat puts the relief at up to 17 cents gross per litre. The state gives up around 2.5 billion euros in tax over the three months. The Bundesrat is explicit about the catch: fuel companies and station operators decide with their pricing whether, and to what extent, the tax cut reaches the pump. There is no legal duty to pass it on in full. The law expires automatically on 31 December 2026.

What it means for your business

What this means for you

This concerns every business in Germany that drives: the tradesperson's van, the mobile hairdresser, the care service, the delivery or catering vehicle, the shop's transporter. Three things matter. It is not something you apply for; you only see it in the pump price, and only as far as the station lowers it. It is temporary and ends on 31 December 2026, so it belongs in your fourth-quarter numbers, not in your 2027 pricing. And for the next three months it changes the maths in quotes that include travel or delivery costs. As an illustration (our own calculation, not from the source): if your business reclaims VAT, the relief that stays with you is the tax cut itself, 14.04 cents per litre. A van that burns 2,000 litres in a quarter saves around €281 if the full cut arrives at the pump, and around €140 if only half does. The 17 cents is what you see on the price board including VAT; it is the full saving only for small businesses that do not reclaim VAT (Kleinunternehmer under section 19 UStG).

What you can do this week

What you can do

Four steps:

  • ✓Compare the price on your first October fill-up with your last September receipt.
  • ✓Compare prices in the first days of October with a fuel price app and note whether your regular station moves.
  • ✓Check quotes for the fourth quarter that include travel or delivery costs; if you charge a fuel surcharge, decide whether to hold or reduce it.
  • ✓Do not build the lower price into 2027 pricing; the cut ends on 31 December 2026.

Common questions

Do I need to apply for the fuel rebate?

No. The energy tax is reduced by law for fuel from 1 October to 31 December 2026. There is no form, no refund and nothing to claim on your tax return. The only place you see it is the pump price, and only to the extent the station lowers it.

Will diesel really be 17 cents cheaper?

Not necessarily. The tax cut is 14.04 cents per litre, which shows up as up to about 17 cents at the pump once VAT is added, but stations set their own prices. If you reclaim VAT, the 14.04 cents is your real saving. The Bundesrat notes there is no legal duty to pass it on in full. Compare stations; the difference between them can be bigger than the cut itself.

What about mileage allowances and fuel receipts?

The statutory mileage rates do not change with this law, and fuel receipts and logbooks are handled as usual. If you reimburse staff for actual fuel costs, their receipts will simply be lower for the quarter, provided the cut reaches the pump.
